Minute from Chiefs of Staff to WSC marked "Private and Top Secret" explaining that they have not committed themselves to any fixed strategy in the Far East and stating their reasons for preferring the "South West Pacific" to the "Bay of Bengal" policy [as the centre of gravity for British and Imperial war effort against Japan]. Signed by General Sir Alan Brooke [later Lord Alanbrooke of Brookeborough, Chief of Imperial General Staff], Air Marshal Sir Charles Portal [Chief of the Air Staff] and Admiral Sir Andrew Cunningham [1st Sea Lord and Chief of Naval Staff].
