Telegram from the Chiefs of Staff to Lord Louis Mountbatten [later Lord Mountbatten of Burma, Supreme Allied Commander South East Asia] passing on message from United States Chiefs of Staff stating that they cannot agree to support Culverin [attack on the Japanese-held Dutch East Indies, later Indonesia] and urging that Mountbatten is instructed to undertake the capture of Upper Burma [later Myanmar] in order to increase the capacity of the air ferry route to China and to expedite the laying of a pipeline to China; and requesting his comments.
