Scope and Contents
Telegram from President Roosevelt to WSC marked "Personal and Top Secret" expressing his concern at the differences in opinion that have arisen over the situation in Greece; stating that the United States view reflects the traditional policies of the country and public opinion; that he favours a Regency and a declaration by King George II of Greece that he will not return to Greece unless called for in a popular plebiscite; suggesting that it might be possible to secure agreement on disarming and dissolving all the armed groups in Greece.
