Scope and Contents

Telegram from President Roosevelt to WSC marked "Personal and Top Secret" stating that he is not as disappointed with the war situation as WSC; that he had anticipated many of the problems now encountered on the Western front, in Italy and the Balkans; that he is unhappy about the situation in the Far East; that the United States Chiefs of Staff cannot leave their posts [to visit Western Europe] at that time; and mentioning Batumi and Yalta [both Soviet Union] as potential Black Sea locations for a triple meeting between Marshal Stalin, WSC and Roosevelt.
