Telegram from President Roosevelt to WSC marked "Personal and Top Secret" stating that he still believes that General de Gaulle [President of the Provisional Government of the French Republic] should not be included in the next triple meeting between Marshal Stalin, WSC and himself; that the the question of France's post-war frontier should not be put to the European Advisory Commission in London since this is already fully occupied; and that a tripartite agreement on mutual assistance between France, the Soviet Union and the United Kingdom might be seen as a competitor to a future world organisation.
