Scope and Contents
Telegram from WSC to President Roosevelt marked "Personal and Top Secret" objecting to a joint statement from the two of them designed to break down German morale being made; stating that the Germans really fear the treatment they will receive from the Russians; that it would be wrong for them to make a statement without Marshal Stalin; and that in any case it might be seen as a "confession of weakness" by the Germans.
