Telegram from WSC to Harold MacMillan [later Lord Stockton, British High Commissioner for Italy] marked "Top Secret" stating that he has approved the emergency measures that might have to be taken in Greece; that he feels George Papandreou [Prime Minister of Greece] should not make a formal appeal for British assistance; that Marshal Stalin should not be approached in this matter; that in the event of measures being carried out, General Sir Ronald Scobie [Chief of Staff to the Commander in Chief, Middle East] should take some of the EAM [Communist-led National Liberation Front] leaders into custody.
