Scope and Contents

Telegram from Harold MacMillan [later Lord Stockton, British High Commissioner for Italy] to WSC marked "Top Secret" on the political situation in Greece; indicating that it may be necessary to declare Athens [Greece] a "military zone" and that British troops may need to be used against the Communists; that the necessary statements should be prepared to use in the event; asking if WSC feels George Papandreou [Prime Minister of Greece] should make a formal appeal for British assistance and suggesting Marshal Stalin be asked to denounce beforehand any Communist insurgency.
