Telegram from WSC to John Curtin [Prime Minister of Australia] marked "Top Secret and Personal" informing him of intentions regarding the command, deployment and administration of the Fleet being sent to the Pacific to arrive in Australia towards the end of December; stating that Admiral Sir Bruce Fraser [Commander of the Eastern Fleet] is being appointed Commander of the Pacific Fleet and that a Vice Admiral, Administration, will need to be stationed at Melbourne [Australia] as permanent representative in Australia of the Fleet.
