Telegram from President Roosevelt to WSC marked "Personal and Top Secret" congratulating WSC on progress towards compromise over Poland made at Moscow; stating that he will discuss war criminals, the future partition of Germany, modification of the Montreux Convention for free passage of Russian warships at the forthcoming triple meeting; that he will communicate his position on the recognition of [the French Committee of National Liberation] as the provisional Government of France as soon as General Dwight Eisenhower [Supreme Commander Allied Expeditionary Force in Western Europe, United States Army] has established a "zone of the interior"; suggesting Athens [Greece] and Cyprus as possible alternatives to a Black Sea port as venue for triple meeting.
