Scope and Contents

Telegram from WSC to President Roosevelt relaying details of discussions in Moscow: between Stanislaw Mikolajczyk [Prime Minister of Poland in exile] and Boleslaw Bierut [President of Polish Committee of National Liberation]; between Mikolajczyk and Marshal Stalin; suggesting that the composition of the Polish Government will not be "an insuperable obstacle"; that Mikolajczyk will urge the Polish Government in exile [London] to accept the Curzon Line [line recommended by the Supreme Council of the Allied Powers on 8 December 1919 as Poland's eastern frontier]; relaying Stalin's position on war criminals, future partition of Germany, modification of the Montreux Convention for free passage of Russian warships; expressing delight at hearing Roosevelt's proposal for a triple meeting at a Black Sea port towards the end of November; suggesting that it may not be possible to delay recognition of [the French Committee of National Liberation] as the provisional Government of France.
