Scope and Contents

Telegram from WSC to President Roosevelt stating that he is sending him the text of a document which representatives of the Polish Government in exile [London] have agreed to along with Marshal Stalin's amendments [see CHAR 20/173/55-56]; that both London and Lublin [Polish Committee of National Liberation] Poles are returning home to consult their colleagues; that Roosevelt is not committed by WSC's actions; that WSC has promised to support the Curzon Line [line recommended by the Supreme Council of the Allied Powers on 8 December 1919 as Poland's eastern frontier] and its compensations at the Armistice or Peace Conference; that Vyacheslav Molotov [Soviet Union Foreign Minister] intimated that Roosevelt had agreed to the Curzon Line at the Teheran Conference; that the Soviet Government is ready to attack Japan as soon as Germany is defeated; that arrangements over the Balkans are "the best that are possible". Section on Japan has been annotated "Do not print" and "The King and Deputy Prime Minister Only".
