Scope and Contents

Telegram from WSC to Lord Louis Mountbatten [later Lord Mountbatten of Burma, Supreme Allied Commander South East Asia] marked "Personal and Top Secret" stating that the problems Mountbatten has indicated may mean Operation Dracula [Allied attack on the Rangoon area, Burma, later Myanmar] having to be postponed; but questioning whether these have been made on the right assumptions regarding troop availability and the nature of the Operation; stating that increased German resistance in France may make it impossible to release the 6th Airborne, the 3rd Division and the 52nd Division; and suggesting that if this is the case Mountbatten will have to pursue Operation Capital [campaign to drive from northern Burma to China] with whatever troops are available.
