Telegram from WSC (Octagon [second Quebec conference]) to Lord Halifax [earlier Edward Wood, later Lord Irwin] marked "Personal and Top Secret" suggesting that he should read the Chancellor of the Exchequer's [Sir John Anderson, later 1st Lord Waverley] letter to Lord Cherwell [earlier Frederick Lindemann] regarding the proposed Joint Committee on lend lease and stating that he should discuss this matter with Lord Cherwell and that a decision will be made following the result of this discussion.
