Telegram from WSC to Lord Halifax [earlier Edward Wood, later Lord Irwin, British Ambassador in the United States] marked 'personal and secret' with a message for [Harry] Hopkins [Special Adviser and Assistant to the President of the United States] in which he confirms his understanding that the US will ship seven million tons to Britain by the end of November 1943 and that this is the limit of the US undertaking, but asks for allowance to be made for sinkings because the seven million tons is vital and is 'our absolute minimum.'
