Letter from WSC to Mackenzie King [Prime Minister of Canada] marked "Most secret" stating: that as a result of discussions held with the Lord President of the Council in Washington it was decided that draft articles of an agreement to govern collaboration on the "Tube Alloys" [Atom Bomb Research] project should be recommended jointly to President Roosevelt and himself; that these draft articles established a Combined Policy Committee; that given the role Canada is playing in this project he proposes that a Canadian member should be appointed to the committee; that he assumes he is in agreement with him asking President Roosevelt to invite Mr Howe, his suggested representative, to become a member of the committee Initialled.
