Letter from WSC to [1st] Lord Marchwood [earlier Sir Frederick Penny, Honorary Treasurer of the Conservative Party] in reply to his letter regarding the meaning of the word "lend-lease" stating: that its true meaning is not sufficiently known; that it started as a means by which the United States, as a neutral country, gave Britain arms as it deemed its defence vital to their own; that during the war it has developed into one aspect of the general principle of pooling resources so that countries both give and receive to ensure that all resources are efficiently distributed and that measures will shortly be taken to make this matter clearer Signed.
