Scope and Contents

Letter from WSC to Sir Archibald Sinclair [later 1st Lord Thurso, Secretary of State for Air] marked "Secret" stating: that he hopes that he is not refusing to allow the War Cabinet to inquire into the use of manpower in the Royal Air Force; that a similar examination has already been carried out about eight months ago; that he has received a letter from A V Alexander [later Lord Alexander of Hillsborough, the First Lord of the Admiralty] saying that the Admiralty would welcome an inquiry on this matter; that the committee are not doing his job for him, they are merely reporting to the War Cabinet; that if he wished the matter to be brought before the War Cabinet as a definite issue and that this did not mean that he had lost confidence in his ability to administer but that the needs of other departments had to be considered Signed. Annotated: "P S If you would prefer not to be a member of the Committee that can be arranged. But I thought my proposal wd be more agreeable to you".
