Letter from WSC to Sir Walter Citrine [General Secretary of the Trades Union Congress and President of the International Federation of Trade Unions] explaining the reason behind the trade union orange pass stating that they admitted trade union officers into industrial buildings engaged on government work but they did not allow entry to government departments. It was thought that government departments should be responsible for issuing their own passes to frequent visitors. WSC stresses that this system does not discriminate against trade union officials who can be and have been given departmental passes Initialled.
