Scope and Contents
Telegram from President Roosevelt to WSC marked "personal and most secret" reciting the text of a message from Stalin to Roosevelt in which the Soviet leader regrets that it is impossible for him to leave the Soviet Union, suggests that problems could be discussed by post, expresses confidence that Great Britain and the United States will open a Second Front in Europe in the Spring of 1943, and comments on the policy of General Dwight D Eisenhower [Supreme Allied Commander Mediterranean Theatre] towards Admiral Jean Darlan, Pierre Boisson, and General Henri Giraud.
