Scope and Contents
Telegram from President Roosevelt to WSC marked "most secret" explaining that he is not unduly disturbed about the lack of responses from Moscow [Soviet Union] as, "I have decided they do not use speech for the same purpose that we do." He states that he has not heard about any difficulty "at our end" regarding arrangements for landing fields on the Russian southern flank, but will explore the matter at once. Comments on his belief that the Russians are "going to hold this winter" and his determination that obligations to Stalin should be honoured "one hundred percent".
