Telegram from WSC to Prime Minister of Canada [Mackenzie King], Prime Minister of Australia [John Curtin], and Prime Minister of New Zealand [Peter Fraser] marked "most secret and personal" regarding the tying up of prisoners of war. WSC states that he is currently awaiting the German reply to a protest conveyed through the Swiss government, and that no further measures will be taken without a full discussion with the Commonwealth Prime Ministers.
