Scope and Contents

Telegram from WSC to Harry Hopkins [Special Adviser and Assistant to the President of the United States] marked "personal and secret" expressing his anxiety about the American air programme: suggests a qualitative review and urges the development of bombers suitable for use at night and the Mustang fighter; questions whether Liberators will be able to bomb far into Germany by day; comments on results so far achieved by Fortresses in daylight bombing of France and suggests that the dangers will increase terribly outside the range of fighter protection; outlines the need for long range aircraft to harry U-Boats and asks for at least 50 Liberators fitted with A.S.V.; promises to send Oliver Lyttelton [later Lord Chandos, Minister of Production] with either Air Marshal Sir Charles Portal [Chief of the Air Staff] or Air Chief Marshal Sir Wilfrid Freeman in order to discuss the munitions programme and the air policy; comments on recent criticism in the United States press; refers to Eleanor Roosevelt's forthcoming visit to the United Kingdom.
