Telegram from WSC to Premier Stalin marked "most secret and personal" outlining the various ways in which support can be given to the Soviet Union: comments on the nature and likely effect of attack in Egypt and "Torch" [codename for Anglo-American invasion of French north-west Africa]; outlines details of the Anglo-American Air Force which is to be put on the Soviet southern flank [codename "Velvet"]; describes plans to send a special re-enforcement of Spitfires to the Soviet Union; comments on decision to continue supplies by the northern route by means of ships sailed independently rather than escorted convoys; suggests that it would help if the Germans could be denied the use of airfields in northern Norway With annotations by ?Commander Charles Thompson [Personal Assistant to the Minister of Defence].
