Telegram from WSC to President Roosevelt marked "most secret and personal" reciting text of proposed message for Premier Stalin outlining the assistance which can be given to the Soviet Union: comments on the likely effect of the battle in Egypt and "Torch" [codename for allied occupation of French north-west Africa]; comments on the composition of the air force which will be sent to the Soviet southern flank in the Caucasus; outlines proposal to supply the Soviet Union with more Spitfires; refers to the success of the last shipping convoy to Archangel [Soviet Union] and outlines plan to send ten individual ships from Iceland during the moonless period.
