Telegram from General Sir Archibald Wavell [Commander in Chief India] to WSC marked "personal" informing him of the situation in India: states that preparations for offensive action have been retarded by sickness, monsoon damage and Congress sabotage; comments on lack of naval and air support for Akyab operation [Burma, later Myanmar]; states that he is meeting General Joseph Stilwell [Chief of Staff to Chiang-Kai-Shek and Commander of United States Forces in China, India and Burma] next week in Delhi; mentions his intention to visit Assam between 08 and 13 October.
