Telegram from WSC to President Roosevelt marked "most secret and personal" reciting draft text of telegram from WSC to Premier Stalin: comments on convoys to north Russia since 1941 and the change in German strategy which has led to the heavy losses of PQ 17 [Jun convoy]; comments on the dangers and difficulties and reports decision to cancel further convoys to north Russia; outlines alternative measures to get supplies to the Soviet Union; comments on the importance of combined Russo-British operations to drive the enemy out of the northern Norwegian airfields and calls for liaison between Soviet and British officers; comments on possibility of supporting Russian southern front once General Erwin Rommel [Commander German North Afrika Corps] has been beaten back; thanks Stalin for 40 Boston bombers; comments on Stalin's offer to allow three Polish Divisions join their compatriots in Palestine [Israel].
