Telegram from President Roosevelt to WSC regarding the fate of the French fleet at Alexandria [Egypt]: states that the French authorities have raised the technical point that these ships must be removed to a French port and suggests that an offer be made for their withdrawal, by way of the Suez Canal, to Martinique where they will be immobilized; comments on likely effect of such an offer on French crews and people; comments on response to any contention by Vichy that this violates the Armistice Agreement.
