Telegram from the President of the United States [Franklin Roosevelt] to WSC marked "secret" regarding the re-allocation of aircraft from the United States: states that he is in full accord with the agreement that has been reached between Air Vice-Marshal John Slessor [Assistant Chief of Air Staff (Policy)] and General Henry Arnold [Chief of United States Army Air Force] regarding the allocation of aircraft from the United States to American crews and comments on exceptions; feels that the United States fighter force required for use with bombardment cannot be cut further and comments on implications; comments on plan to distribute American units throughout Britain, the Middle East and India.
