Telegram from WSC to General Sir Archibald Wavell [Commander-in-Chief, India] marked "secret and personal" outlining his "purely personal" ideas for offensive action in Burma [later Myanmar]: states that minor operations are "useful nibbling" but outlines plan for the capture of Rangoon [Burma] and Moulmein [Burma] and thereafter striking at Bangkok [Siam, later Thailand]; states that there would be no possibility of any large operation if the Allies are beaten in the Caucasus or Libya; comments on Japanese losses and likely intentions; states that the Fleet and Air Force would be used with resolution to support any large offensive from India.
