Telegram from General Sir Archibald Wavell [Commander- in-Chief, India] to WSC marked "personal and most secret" regarding operations against the Japanese in Burma [later Myanmar]: comments on difficulties facing the enemy in Upper Burma; outlines his general idea to operate in a series of small columns on a wide front and lists three objectives; comments on diversions and possible date for operations; outlines difficulties hampering operations including poor communications, labour and personnel problems, the unhealthy climate, the need for training, and range of aircraft; states that he has not yet considered the question of Chinese co-operation; lists three main requirements for aircraft, equipment to improve communications, and equipment to make a portion of a parachute bridge operational.
