Telegram from WSC to Field Marshal Jan Smuts [Prime Minister of South Africa] reporting on the situation in Madagascar: comments on the decision to put off operations against Tamatave and Majunga; comments on the state of political negotiations with the French Governor [Armand Annet] at Tananarive; comments on naval, army and air forces; comments on the logistical problems of attacking and occupying Tamatave and Majunga and suggests that the best time for such an attack would be after 24 July if no arrangement had been reached with the local government; asks for Smuts's views and suggests that Major-General Robert Sturges [Officer commanding land forces during occupation of Madagascar] should fly to South Africa or Smuts visit Diego Suarez.
