Scope and Contents
Telegram from Franklin Roosevelt [President of the United States] to WSC regarding "Ironclad" [codename for operation against Diego Suarez, Madagascar]: encloses text of that night's speech referring to the recent change of power in Vichy France and stating that "The United Nations will take measures if necessary to prevent the use of French territory in any part of the world for military purposes by the Axis powers"; states that he fully approves WSC's third and fourth suggestions [of showing public support for the operation, see CHAR 20/74/61-62] and will send a communication to the French Ambassador on the morning of zero day with a statement that American troops and ships will use "Ironclad" [Madagascar] if it proves necessary for the defeat of the Axis powers.
