Scope and Contents
Telegram from WSC to the President of the United States [Franklin Roosevelt] informing him of the conclusions reached with the President's envoys at the meeting last Tuesday [14 April 1942]: agrees with concentration against the main enemy [Germany] but feels that some resources must be set aside to halt the Japanese advance; discusses the President's plan for 1943 with a campaign in Europe and comments on the need for discussions with Joseph Stalin, the need to deceive the enemy about attacks, and suggests a public announcement "that our two nations are resolved to march forward into Europe together in a noble brotherhood of arms".
