Telegram from the President of the United States [Franklin Roosevelt] to Harry Hopkins [Special adviser and assistant to Roosevelt] reciting a message for WSC regarding the break-down of negotiations in India: comments on public opinion in the United States regarding India; asks that the departure of Sir Stafford Cripps [Lord Privy Seal] be postponed and negotiations resumed; suggests the creation of a Nationalist Government in India similar to the government of the United States under the Articles of Confederation.
