Telegram from 1st Lord Beaverbrook [earlier Max Aitken] (Washington [United States]) to WSC reporting on his meeting with the President of the United States [Franklin Roosevelt]: states that the President is instructing the Under-Secretary of State [Sumner Welles] to give a plan to the Ambassador [? Lord Halifax, British Ambassador to the United States, earlier Edward Wood and Lord Irwin] and that the President wished the Under-Secretary to deal with the Ambassador because of the "difficult and even dangerous political repercussions here if the President can be accused of selling Balts down river.".
