Telegram from Averell Harriman [Special Representative of the President of the United States] to WSC reporting from Cairo [Egypt] with his observations on organisation in the Middle East. He comments on: lack of planning, salvage of tanks, underdeveloped port facilities, lack of training for personnel, and need for co-ordination of command across the three services.
