Scope and Contents
Telegram from Mackenzie King [Prime Minister of Canada] to WSC commenting on the reasons why it is not practical for him to attend an Imperial Conference and suggesting that WSC emphasise these in his statement. He refers to the rapidly changing nature of the war, citing the German declaration of war on Russia as an example. He states that the Commonwealth position is different from that of the First World War, as the war is spreading rapidly to all parts of the world and there have been advances in communication.
