Scope and Contents
Telegram from Mackenzie King [Prime Minister of Canada] to WSC explaining why he feels he cannot leave Canada to attend a meeting of Dominion Prime Ministers in London: believes that if he leaves Canada, unity will be in danger, and refers to Conscription issue, the delicate state of relations with Vichy France, and the possibility of the United States becoming involved with the war. He states that he plans to tour Canada, and to maintain close contact with the United States, particularly with regard to the St Lawrence Waterway Agreement, and that he will send a Minister of Defence to Britain if required.
