Correspondence concerning Philip Noel-Baker's request to quote a telegram from WSC to Leon Blum [former Prime Minister of France] in 1938 which is reproduced in full; John Martin [Private Secretary to WSC] seeks advice of Foreign Office [? William Ivo Mallet, Assistant Private Secretary to the Foreign Secretary, and Sir Alexander Cadogan, [Permanent Under-Secretary of State for Foreign Affairs] who suggest the endorsement of Blum's leadership in 1938 might be used out of context by German propagandists to influence French opinion; Martin finally informs Noel-Baker that WSC would prefer the private nature of the letter to be respected.
