Letter from Lieutenant-Colonel Sir Thomas Moore to WSC on international law stating that belligerent ships may seek refuge in neutral ports, so British ships of war should put into Irish ports thus allowing the local population to grow accustomed to British sailors and their spending power; also that in view of Greek defiance of the Axis powers Britain should offer Greece the reward of dominion status, for "nothing would arouse greater gratitude and enthusiasm amongst the Greek civilians and fighting men"; annotated by WSC; with acknowledgement and note.
