Memorandum from [?] Sir Thomas Phillips [Permanent Secretary, Ministry of Labour] to [Ernest Bevin, Minister of Labour and National Service] advising that Sir Walter Citrine [General Secretary of the Trades Union Congress and President of the International Federation of Trade Unions] should delay his visit to the United States until after the American Presidential elections; on reverse a memorandum from Sir Frederick Leggett [Under-Secretary, Ministry of Labour] to Phillips advising that now Bevin is elsewhere the Trades Union Congress General Council would be lost without Citrine, nevertheless his mission to the United States should go ahead.
