Minute from Admiral Sir Arthur Wilson to WSC, First Lord of the Admiralty, on defence of ships from submarines, stating that it was highly unlikely that ships could be made proof against torpedoes without greatly impairing their sea-going qualities, economy and speed, also advising against allowing Russia to take possession of Constantinople [Istanbul].
