Letter from WSC [First Lord of the Admiralty] to Admiral Sir John Jellicoe [Commander-in-Chief, Home Fleet], detailing forces for an attack on the island of Borkum [Germany], particularly commenting on the construction of six monitors [heavily-armed ships of shallow draught] and the possibility of the German High Seas Fleet coming out to attack. WSC also outlines a plan to send a fleet into the Baltic and blockade Germany's northern ports following the capture of Borkum, and comments on progress at the Dardanelles, the mix of strategy and politics in the northern campaign and Britain's growing mastery of the sea.
