Scope and Contents
Letter from WSC, First Lord of the Admiralty to the Commander-in-Chief, Grand Fleet [Admiral Sir John Jellicoe], on the proposed capture of the island of "Sylt" [Borkum, Germany] for use as a submarine base, and on the value of submarines as a deterrent against German warships. WSC also comments on the dismissal of Vice-Admiral Sir Lewis Bayly [from the 1st Battle Squadron], as he had "outraged every principle of prudence and good seamanship without the slightest military object" and praises the efficiency of senior officers in the Admiralty.
