Minute from General Sir Ian Hamilton [General Officer Commanding-in-Chief Mediterranean], to WSC, [First Lord of the Admiralty], praising a paper by WSC, but stating that he underestimated the strength of the Territorial Army. Hamilton explains that the most pessimistic of his commanders, General Sir Bruce Hamilton, estimated that it would only take four months from date of mobilisation for the Territorials to be fit to fight regular forces, and that he was confident that the Territorial Divisions would be in the field quicker than WSC had hoped.
