Scope and Contents

Minute from Rear-Admiral Henry Oliver, Director of the Intelligence Division, Admiralty, to WSC, First Lord of the Admiralty, on the case of Friedrich von Bulow, representative of the Krupp Works in Britain, who had been arrested on a charge of espionage and had appealed to WSC to be allowed to return to Germany [see CHAR 13/44/2]. Oliver states that Krupps maintained a system of espionage and that von Bulow was implicated in it, or knew about it; also that he had consulted Major Vernon Kell [Directorate of Military Intelligence, War Office] who strongly advised that von Bulow should not be allowed to return to Germany, and that he agreed with Kell that von Bulow should be held until harmless British subjects in Germany were released, or at least exchanged for a British prisoner. [Annotated with "Hold him WSC" and a note replying to von Bulow's appeal].
