Telegram from Admiralty to the Commander-in-Chief, Home Fleet [Admiral Sir John Jellicoe], on the desirability of using Kirkwall [Orkney Islands, Scotland] rather than Lerwick [Shetland Islands] for the examination of neutral ships, as it facilitated negotiations with neutral powers.
