Scope and Contents
Telegram from the Commander-in-Chief, Home Fleet, [Admiral Sir John Jellicoe] to WSC, First Lord of the Admiralty, advising against mining in the Heligoland Bight [off Germany] which would not be worth the material expended, as the minefield would have to be left unobserved, and a channel would soon be swept through it. Jellicoe states that good results might be achieved from mining the entrances to the rivers Elbe, Jade, Weser and Ems, but only at considerable risk, and gives support for mining the narrow seas [between the Straits of Dover and the Netherlands].
