Scope and Contents
Telegram from Sir Francis May, Governor of Hong Kong to the Secretary of State for the Colonies [Lewis Harcourt], on the possibility of Japan declaring war on Germany. May states that British and Chinese merchants had full confidence in the Royal Navy to protect commerce, and would view with disgust any attempt by Japan to interfere in Chinese waters, which would destroy British prestige in China. Includes covering note from Harry Batterbee, Colonial Office, to James Masterton-Smith [Private Secretary to WSC]. [Carbon].
